BBC Gaza Film Ruled a 'Major' Violation of Broadcasting Standards, Says Broadcasting Watchdog

The British broadcaster engaged in a "significant breach" of broadcasting rules by omitting to mention that the voice of a documentary about the Gaza situation was the offspring of a Hamas representative, as ruled by UK media regulator Ofcom.

An probe by Ofcom into Gaza: How to Survive a Warzone has found that the documentary was "substantially inaccurate".

The chief executive of the broadcaster had earlier expressed regret, saying there had been "a major oversight in relation to accuracy".

The regulator has instructed the BBC to air a prime-time declaration about its findings.

"Given this constitutes a significant violation of our regulations, we are ordering the broadcaster to broadcast a message of our conclusions against it on BBC2 at nine o'clock in the evening, with a timing to be determined," it said.

'Risk to Erode Trust'

The authority's report stated: "Our investigation concluded that the programme's failure to disclose that the voice's male guardian served in a position in the Hamas-run authority was significantly deceptive.

"It meant that the viewers did not have critical information which may have been highly relevant to their judgment of the presenter and the content he presented.

"Trust is at the heart of the bond between a television network and its viewers, particularly for a state-funded media outlet such as the BBC.

"This failing had the risk to undermine the exceptionally strong degrees of confidence that audiences would have invested in a BBC factual programme about the Gaza conflict."

The film was removed from the BBC's streaming service in last February after the narrator's family links were revealed, and in July an broadcaster's internal assessment found it infringed the broadcaster's content policies on truthfulness.

A corporation official stated: "The Ofcom ruling is in line with the findings of Peter Johnston's review, that there was a serious error in the documentary in relation to the corporation's content standards on accuracy, which reflects regulation 2.2 of the authority's broadcasting regulations.

"We issued an apology for this and we comply with the authority's determination in full. We will comply with the penalty as soon as the schedule and language are determined."
